I know this trail isn’t paved but is it possible to get a wheelchair around on this trail. It doesn’t have to be the entire thing just a big enough portion to enjoy it??

Absolutely not. The majority of the Overlook Loop Trail, especially where the rock formations are, is rocky and strewn with tree roots and not accessible by wheelchair or stroller of any kind (even those umbrella strollers). Near the lodge at the top of the formations, and where the trail crosses the entry road can be accessed using a wheelchair or stroller but that part has nothing in particular to see besides woods. Further, I’ve seen people wearing flip flops on the trail but I wouldn’t recommend that either. It is very easy to trip and fall if you’re sightseeing while walking. Some parts can be wet or muddy and others you have to walk on rocks or roots.
It is possible to get engagement pictures on property for 15 minutes or so? This is my fiance's favorite place to visit. If someone could let me know I would appreciate it. Thanks

It's a public park so I see no reason why you couldn't get your photos taken there. I would choose a non-busy time so you don't have other hikers in your way.
